D3.6 Scenario for governance models on short, medium and long-term
This deliverable presents intentions and ideas regarding a scenario to reach self-sustained governance in the long-term. The scenario for long-term sustainability is based on a hybrid model and relevant principles; it focuses on finances, governance and operations and takes into account life-cycle management. The conclusion is that a hybrid approach is the most viable, taking into account the fact that both the BB and the domains depend upon each other and must co-exist in a hybrid scenario. The deliverable also presents a set of criteria, requirements, stakeholder needs and legal considerations that must be addressed to present a holistic governance model for sustaining the e-SENS components. An update of this deliverable will follow in M24 of e-SENS (March 2015)

This deliverable presents opinions of representatives in the CEF expert group on the necessity and preference for a European IT governance structure in the long-term (beyond 2020; after the expiration of the CEF) for building block DSIs like e-ID, e-Signatures, e-Delivery and e-Documents. Based on the results of the survey recommendations for the organisation of a future IT governance structure in Europe are presented.

D3.7 Sustainability plans for e-SENS building blocks
Ongoing sustainability plans for maintaining the building blocks after the e-SENS project:
• Principally those developed in the e-SENS project - specifically those clustered in SATs e-Delivery, e-ID, e-Signature, e-Documents and Conformance and Interoperability Testing.
• The document briefly describes the current maturity status, the future owner responsible for the maintenance and sustainability actions to be taken by the owner to maintain the BB after the timespan of the e-SENS project.
• The target group for this document is the DGs of the EC that are active with setting up the CEF.
• As the CEF already stimulates a few DSIs that are closely related to some of the e-SENS SATs, this document especially looks at the current status of these DSIs, and makes statements on the way the
e-SENS BB’s are adopted in these DSIs and how this can be improved.

- Efficiencies to be gained from delivering existing cross-border public services using more approp riate technologies.
- Existence of potential new attractive markets.
- Key role of the ICT industry as a technical enabler and provider of integration services in all domains, to both public and private clients.
