The European Commission has followed up on actions defined in the Digital Agenda, by commissioning the study on the analysis of the needs for cross-border services and assessment of the organisational, legal, technical and semantic barriers. The Study analyses the needs for cross-border services and provides the assessment of existing barriers. Cost for implementing cross-border digital public services and their return benefits are reflected upon for the supply-side of the services as well as for the users. The demand-side of services was examined within a user survey conducted with 1,200 users. All findings were aggregated and correlated so as to identify services with the highest impact and formulate recommendations The expected outcome of the study is to support the European Commission and the Member States in validating the key cross border public services with the highest impact that should be deployed, identifying the barriers that need to be overcome and pointing to the potential benefits of their implementation.
